Those who enjoy a creepy horror game should check out Anatomy. It is a short game but can be very unnerving and a lot of horror games with a bigger budget could learn from it. I put my thoughts up at Gamespot and it is available DRM free at Itch.io with a native Linux version.

I would say that really anywhere in Europe seeing as you'd be a train ride away from most of the countries you mentioned. United States or Canada would limit you in that regard. I would pick Switzerland or Luxombourg but that's because I redpect their stance on privacy laws and personal freedom rather than software reasons.

I would argue that Pine64 was going all in with ARM way before Apple, they just don't get the press coverage for it.

Sifive is getting into consumer side RISC-V as is Beagleboard but still has a way to go.
