In Pokemon, they did solve this problem with most houses having a normal common folk who say 1-2 lines, but you don't go there, because their houses do look common. Every building of interest does look interesting from the outside.

But that is a sub-optimal, since tou don't have time for designing 80 houses with 100 npcs with 2 lines each.

But:
You could make a single room, with pseudo-generated furniture, and write 10 lines of "you don't belong here", before people kick you out.

That way, player learns fast, that common houses are not worth exploring.

But as always, be careful of teaching Player the wrong lesson.

While playing the new zelda, I seriously thought, that all Zonai devices are useless, because the first one(glider) has the lifetime about as long as my pets.

And Battery is there only to push that message even further in.
