Do you have any idea what this thing is? This "effect" is throughout every frame and the entire screen. It makes things painful to watch, since no matter what I am looking at, there is this "dots pattern" that makes everything looking noisy. and my eyes feel like they cannot focus correctly.

Any idea what is it called and how to get rid of it?

How bad is it? Well... The rest of government voted to stop this emergency BS in one week. 6 hours, before we were supposed to end it, he declared a 2nd emergency. And when the rest of government said, that the 2nd emergency was unconstitucional... he declared a 3rd one.
