Someone I knew wanted to watch a tenis match, so I registered a UK account with fake name, a RANDOM ADDRESS and a "Pinkney promise" that I have payed the license.

The address was required... I didn't want to point it to anyone.

Also, switching houses is always complicated, so it's better to do anything to avoid making the incompatibility less obvious.

As you said, it's context dependent.
And that is why I believe both sides should have the choice to deny the service. To make things flexible enough to avoid forced bad decisions.
