I recall teachers getting fired from public schools for advocating a boycott against Israel.
So any leftist NIH employee with a Palestine flag in their Twitter bio can be targeted with this.

@commandlinekid @Richard My guess is that it was just not relevant for the longest time, since it's a health institute, and international cooperation on such things is a very recent development.
