They're both valid numbers. If you want to know about the behavior of a malfunctioning node (a police officer) you measure how he treats individuals, and at the same time it can be true that profiling leads to higher exposure and thus bears out more poor results, so you don't need to be wrong about the x2.135 number, but Casey's point isn't wrong either, the per-interaction rate is where we're going to see if it's individual officers vs policy and exposure.

Question that would exemplify the difference: does the risk for black Americans decrease as they move out into less urban areas where the level of policing is lower? That would suggest that individual officers don't have an issue.

I'm not a Democrat, nor am I a Republican. I don't think it was a good move for most Blacks to wed a party.

In that part, you're preaching to the choir. I have criticized the leaders of Black orgs when they don't cry out when someone in another ethnic group is persecuted or attacked by Blacks. (Gotten lots of "Oreo" and similar replies, too.)

But we don't get to "not treated differently" by pretending it isn't happening. You have to acknowledge the behavior that you want to change, because those who are behaving that way often won't change without pressure.
