People have been talking for a while about how using phone numbers as user IDs is bad for people who are being harassed, for minorities, etc. How it is problematic in terms of surveillance.

But I've never thought of what is happening with all the accounts tied to phone numbers.

This sounds no different than Facebook's onion service.
It's not about anonymity it's about bypassing firewalls.
I'm willing to bet the whole reason they did this is because Russia banned Twitter and they don't want to lose all their Russian users so they're giving the Russians a way to continue to use Twitter.
