Schools are prisons for children designed to make them submissive and dependent on the state. Schools create the social dynamic of bullying early on and enforces it by punishing self defence while not punishing the bully. By punishing self defence and pushing the idea that "violence is not the answer" they teach children to be dependent on the state for protection. In doing this they also teach children that this social dynamic is "normal", this is intended, as government is the most dangerous form of bullying mankind has ever seen.
