People often tell me that IRC is a decentralized protocol.
Technically they're correct.
However, look at how many OSS, FOSS, and FLOSS projects choose to rely on Libera.Chat (and before that they all relied on Freenode), and reconsider the whole "decentralized" part.
They could have just set up their own IRC server instead, it's not that hard!
