No, a restaurant is a private establishment. In a free country they would be able to refuse the unvaccinated, or blacks, or gays, or democrats, or ANYONE they want. If their choice of who to refuse bothers you, you should be able to choose not to go there, that is freedom.

The push to raise the minimum wage is relentless. For a while, it was "Fight for $15," but with rampant price inflation, a $15 an hour minimum wage isn't sufficient. Now it's "Fight for $20."
