Second, and more general rule is, the rule of informed conscent when aplied to action. You should not be using any dangerous tool without first peoving, that you do understand both the risks and ways of limiting them.

There is a reason, why there are tests before you are allowed to own a gun. But I don't remember going through a computer literacy test, when I opened my online banking account.

I disagree immensely.
The primary way of ensuring stability of OS from user error is limiting a total options available to a user.

And if the option is not present, noone can use it, therefore smart people suffer for the dumb.

I was pointing out that particular use of should in your sentence. It’s not that they should, it’s just that they do. Idealists like to imagine a different use of should like: “People of high ability should forgo their own pleasure to lift those of low ability out of suffering”

Idealist thoughts like that are nice thoughts, but second order effects can bring about much more total suffering (think about the theory of evolution, if low ability offspring were lifted up and high ability offspring were suppressed, then as a total the species would suffer and become lower ability over time)

Does that communicate more effectively?
