It's been a while since I last watched Code Geass, but I definitely recall it being mentioned how the Japanese rebels had been carrying out terrorist attacks against Britannian civilians living in Japan. And Britannians in Code Geass were on the whole portrayed a hell of a lot more favorably than the aliens in Drama Queen.
When your country is being colonized, it makes sense that all colonizers are considered legitimate targets, regardless of age or civilian status.
