@Tadano @ArdainianRight It was supposed to be on magnetic disk which offered 64MB instead of 32MB. Also, being on the 64DD meant it would've used the expansion pack which offered more RAM.
@beardalaxy I don't think the NES games had any dialogue at all, but the manuals and supplement material does show him talking.

@beardalaxy From what I can tell, all incarnations of Mega Man have lines, though classic is a little bit more quiet, but that's only because his games are less story driven than the other series.

Of course they don't want to misrepresent them, so they will contact the original creators anyway. Sakurai does this even with Nintendo characters. Though, I know a lot of Mega Man fans hate his representation in Smash because he's silent while in his games he is more than capable of talking.

Either they think it's just too unprofessional just to randomly use a free-to-use IP from an indie/amateur, or they just don't want to "over-weeb" the character roster (they need to balance it out for western audiences).
