I don't think it's make-up. With make you can enhance looks quite extremely. With properly applied make-up you can hide small imperfections and generally make yourself younger.
I think what you are describing is poorly done and overblown make up where the woman looks more like a clown and it's quite common.
I share your sentiment with the perfume. I absolutely despise like 95% of them and whenever I smell one I feel like I can barely breathe. Middle aged women seem to be the ones with the worst taste in perfume. I would rather share an elevator with a construction worker after a shift in the summer than a women using a strong perfume.
