It is a cursed idea, that you can select artificial metrics, make them public, and make people compete for that particular metric in order to get a slight increase in pay and recognition of colleagues.

The problem is, that it's a stupid idea. It ruines relationships, makes people play dirty, and draws atention away from the job itself.

I think, it belongs to the "technically true" category, that can be claimed to be correct for decades, but as soon, as it needs to be done, they realize, that it isn't possible.
