in a really simple nutshell, you have one camp that says you can lie to a gentile if they are trying to collect tax money from you and if they try to take you to court, they will lose the court case because it is their law that they can be lied to. but you also have another camp that says that's in bad form because being dishonest is going against God and His will.

the one from "sanhedrin 54b" that talks about having sex with children is just completely false and out of context. it talks about homosexuality and bestiality being punished, but that if a boy is less than 9 years old he cannot be punished for it, as that is the age of accountability.
