Just had a thought, I was thinking about this, and I believe a few others were too.
Some wanted the ability for follow topics, like sports, music, and tech. If you allow admins to catalog hashtags under each section, that would drive each of those toots/posts to the appropriate great, thus sent to the appropriate users.
