I heard that the SM64 decomp was largely created because of pannenkoek analyzing the game's mechanics and trying to beat the game without pressing A. His friends used a disassembly of the game to analyze the mechanics and I think that later evolved to a full decomp of the game.
It also makes sense given that Super Smash Bros. Melee has a full decompilation project while SSB64 only has a disassembly right now. Melee is far more popular in tournaments and thus has been analyzed more than 64.
Apparently, you can write N64 homebrew in Rust.

There are a lot of N64 decompilation projects going on, but I'm surprise to see that SF64 is not one of them. At least not listed on this site.

@beardalaxy C is pretty different from modern languages, though. You have to worry about memory allocation, dangling pointers, among other things.
@beardalaxy I know it's possible, but OOT was programmed in C and C code can be a mess and I'm not that experienced in C (I'm spoiled by modern languages).
