This is because if they didn't contribute back, their codebases would have become obsolete by the time FreeBSD updates their codebase.

Haiku is supposed to be a clone and spiritual successor of BeOS. It wouldn't make sense for them to use the Linux kernel since it's nothing like the kernel that BeOS ran on.
